CAC Operating protocols

The Community Advisory Committee provides its advice direct to the Lake Eyre Basin Ministerial Forum. To ensure the Community Advisory Committee can fulfill its purpose effectively, and to ensure smooth communication with the Ministerial Forum, the following protocols have been agreed.

Procedures for the Community Advisory Committee to raise issues with the Ministerial Forum

  • The Chair of the Community Advisory Committee will advise the secretariat of the Lake Eyre Basin Ministerial Forum of its intention to provide advice to the Ministerial Forum on specific strategic issues.
  • The Community Advisory Committee will provide its advice in writing to the secretariat at least 4 weeks before a scheduled Ministerial Forum meeting.
  • In providing advice to the Ministerial Forum, the Community Advisory Committee will indicate the extent to which its advice reflects a consensus view of the committee and will articulate any minority views on any issue as appropriate.

Procedures for the Ministerial Forum in relation to Community Advisory Committee advice

  • The Ministerial Forum will fully consider Community Advisory Committee advice in its deliberations and decision making.
  • The Ministerial Forum will invite the Chair of the Community Advisory Committee (or their nominee), plus one other member of the Community Advisory Committee to attend Ministerial Forum meetings as observers.
  • The Ministerial Forum may from time to time request the Community Advisory Committee to provide a verbal presentation of its advice to complement its written advice.
  • The Ministerial Forum may require the Community Advisory Committee to prepare its advice in a specific format.
  • The Ministerial Forum, through the Forum Secretariat, will advise the Community Advisory Committee in advance of issues for consideration on the Ministerial Forum agenda.
  • The Ministerial Forum will provide the Community Advisory Committee with a copy of Ministerial Forum meeting agenda at least 3 weeks before a scheduled meeting.
